I just finished episode 2 the other day. It's like if they made an 80's action buddy cop movie into an anime. But really it's how Japan sees (or saw) America. The tiny Japanese expat who lives by the book gets a new mentor, the ultra giga Chad roided out American who bangs hookers and breaks rules, but always comes through to save the day by shooting legit criminals in the face before reading them their rights. The gang members are often Black but that also means there's lots of WFBM rapey scenes since this is a golden era anime and all of those turn violence and nudity up to 11. But all the bad guys get their comeuppance so it balances out imo.

Super cheesy and bad writing but I love it. Ah! I knew it. Just googled and it turns out that Mad Bull 34 inspired Mike Haggar's design in the S.N.E.S.  "Final Fight" game:

If that doesn't make you want to watch it, you're not worthy of it anyways.

P.S. (The poster is misleading, he is a White dude but looks Black in the poster. He looks Italian in the anime. Close enough I guess...)
