They must have seen how popular the Street Fighter parody was in "City Hunter" which came out 6 months prior, and decided to make an entire movie out of it.
"City Hunter" is less chaotic because of the bigger budget. But when "Future Cops" tries to have characters fly around like a video game it's sometimes hard to follow what the hell they're trying to convey. But as Mondo points out, the low budget duct-taped together janky mess is part of its charm. Put me in the mood for more kung-fu slapstick comedy like "Kung Fu Hustle."
